And the list of Build-Depends is static. At the time the actual
package is unpacked and built, the network connection is unavailable.

I believe using artefacts from a previous build is fine, as long
as everything that i̲s̲ eventually uploaded to Debian has been rebuilt
cleanly (possibly twice, not immediately, but first rebuild everything,
then do that *again*).
