Just check out the archives for the IETF's ipng mailing list. Deprecating site-locals is about all anybody's talked about for the past few months. No consensus has been reached, because some people keep bringing up the issue of intermittently connected sites and things like that (places that don't wanted provider-dependent address space). Whatever ends up happening, I would not count on site-locals as currently specified to stick around.
