I really don't know.

Obviously he understands English. Among the programs who follows this how-to,
there is pure-ftpd and he is his maintainer.

According to me this how-to covers all the stuff to program an AF independant
app. It explains why a programmer should use sockaddr_storage and why it works
(structure alignment in the C language) : there are a lot of graphics that shows
that. Then it shows how to use getaddrinfo on the client side and then on the
server side. All the examples are very progressive.
