The reason the translation should come in *before* the upload is that
debconf notes are shown only once. So if people read the English
version they will never read the localiized one, reducing the value of
the translation. 

Of course, if the template change has an urgent background (i.e. a
security fix requiring a template update) than the ugency has to be
balanced (although even then I think it would be valuable to give
users a chance to read the text in their language).
