I personnally consider it quite bad packaging practice to introduce new debconf templates without giving translators a chance to update their translation *before* the upload changing templates happens. We have now 9 teams that are aiming at 100% completenedd for debconf templates, with 7 of them probably able to achieve it for wheezy.....except if maintainers keep breaking our work with uncoordinated uploads. For sure, you'll certainly be committed to do another upload and a proper call for translations but doing that template change just when I reminded you of a needed upload to fix pending translations is....ahem, a little bit depressing. Ever heard about Sisyphus rock? :-) As Helge answered you, the key is podebconf-report-po(1).
