Let me mumble (back) a bit ;-) I suppose the reason I assumed to upload before considering translations was that it de-couples the two processes a bit. Imho this would be a nice feature in a volunteer-driven project as it removes delay. Also, we will be back to 100% within a few days -- I suppose at about the same time as the upload would have happened else. This is just my two cents.
