Ok. This, and especially that libtool can do them, has convinced me.

I've expanded the script a bit, so that "ldconfig -X" and the like
still silently succeeds, and put in a --help message discussing the
issues. Could you review it (in bug#95189), particularly the
explanation? I don't want to spread pseudoauthorative falsehoods.
