You are running an old 32bit Linux kernel, which can handle max. 4GB only.
If you install a 64bit kernel, you will see all 8GB.

As Dave already wrote, I'd suggest to install latest debian unstable:
https://parisc.wiki.kernel.org/index.php/Debian_Ports_Installation
(I'm not sure if updating from kernel 2.6 is possible. There were many ABI changes).  

Debian kernels 4.3 and above have a bug which fails to boot on parisc.
Instead I'd suggest to use this one (until 4.3/4.4. are fixed):
