If this file is refered to by the License-File field in .cabal, the
the scheme I suggested would check for changes to it. Since that
particular file is a GNU standard, it might be reasonable to check it
for changes when present even if it is not referred to by .cabal file.

But, the best solution is this case is to send a patch to the upstream
maintainer :)
