last person to upload the package.
Or better yet, on group maintained packages there doesn't need to be an
uploaders field at all because developers can upload packages anyway.
Clearly neither of those is correct.
The uploaders field is supposed to be:
"List of the names and email addresses of co-maintainers of the package, if any.
If the package has other maintainers besides the one named in the Maintainer
field, their names and email addresses should be listed here. The format of
each entry is the same as that of the Maintainer field, and multiple entries
must be comma separated."
No mention of only listing people who previously uploaded, only those who are
considered co-maintainers.
