Exactly! Please see the description in my first mail.
For any of the files present in /etc/xdg/menus, gnome looks for a
"-merged" directory. So if there is a file present called
gnome-applications.menu, gnome will look for the directory
gnome-applications-merged.

Likewise, if there would be a menu file called foo.menu, gnome will look
for the directory foo-merged.

Contents of the hamradio-gnome package:
/etc/xdg/menus/gnome-applications-merged/hamradio.menu
/usr/share/desktop-directories/HamRadio.directory
/usr/share/pixmaps/CQ.png (hamradio menu pixmap :-))

There is another way to do this, a user can do the same in
~/.config/xdg/menus to create custom menus. Haven't tried this though.
