I cannot reproduce the issue.

My cowbuilder chroot was created with:

 sudo cowbuilder --create --distribution=trusty \
 --basepath=/var/cache/pbuilder/base-trusty-ubuntugis-unstable.cow \
 --mirror="http://nl.archive.ubuntu.com/ubuntu/"; \
 --othermirror="deb
http://ppa.launchpad.net/ubuntugis/ubuntugis-unstable/ubuntu trusty main" \
 --components="main multiverse restricted universe"

And the gbp invocation:

 gbp buildpackage --git-pbuilder --git-dist=trusty-ubuntugis-unstable

I'm pretty sure the apt configuration in your chroot is wrong, because
most of the missing dependencies come from the ubuntu main.
