Official binNMU are done by the release team according to:
https://release.debian.org/wanna-build.txt

I believe the buildds do the equivalent of `make -f debian/rules
binary-arch` when they perform an binNMU. But I don't think you can
upload the results of that and have the buildds kick in for the other
archs, so we're probably forced to do source uploads anyway.

I can prepare updates for gdal and librasterlite too, but they only
require a `dch -i -m "Rebuild for libepsilon1"`

I should probably do that, so you can just sponsor the uploads as usual
without special considerations.
