The documentation will still need to be removed from the tarball,
AFAICT, and the packaging has to be changed to produce a separate
documentation package with the appropriate dependencies declared.  There
may be some other stuff that needs to be done that I'm not aware of, but
that is still "some amount of work".  Yes, it is less work than what
needs to be done to keep it in main, but it is still work nonetheless.
