emacs-snapshot may not follow the same path as emacsXY since it is

Because Emacs is technically able to work without its info manual,
so there is no reason for a strong dependency on its documentation.

It's not really my call. Rob is still the primary maintainer, althouth
we work together on it. He has not commented on this yet.

Moving Emacs to contrib does not change anything to the fact that
documentation need to be removed from its main tarball and moved
to non-free.

Remember: contrib is for _free_ works that depend on non-free
works.

Unless you move Emacs to non-free in its entirety, some amount
of work will have to be done.
