The procedure is described at

You should read that page and submit a WNPP request to make your
intention to package schooltool publicly known in the Debian project.
The next step after that is to get a sponsor to upload it, or perhaps
find a co-maintainer to maintain it together with you.

I'm not sure I want to do it myself, but I hope someone find time to
do this. I'm already quite occupied, but will try to give it priority
if no-one else is available.
