I just wanted to mention that something related to patch tracker is brewing around Debsources, especially for those that might be planning significant refactoring on the patch-tracker.d.o code base. But GSoC outcomes are hardly unpredictable, so I'm not ready to commit to the availability of something by the end of the summer. If it is easy to resurrect patch-tracker.d.o as is, and you're willing to work on it, by all means go for it.
