How exactly should that be implemented? Our BTS (fortunately!!!) doesn't require
any login, so all you could use is the sender's email address. And people might
have plenty of these, valid ones even.

If you can identify candidates that you'd like to see blacklisted, why don't you
write a quick script so that you can just do

auto-reply-and-close 123456

(Yes, this has the advantage that a human must make the active decision to
ignore a bug or person.)
