It seems that the multiarch tag has not been applied completely
consistently; those bugs include some which are about the "first wave"
of multiarch (co-installable shared libraries, e.g. #637576), but also
some which are about multiarch -dev packages (#666760, #648621).

If the Ubuntu MultiarchSpec is to be believed, -dev packages are
explicitly out-of-scope for the first wave of multiarch; but there's
also been considerable interest in multiarch -dev packages too, mainly
from ARM/Linaro people.

I think it would be useful to separate the two, and prioritize the first.
