Puppet is ----> that way.

If you have several machines, you may want to to handle them centrally
anyway, and this is a good reason to start. You could begin with the
following in /etc/puppet/manifests/site.pp:

node default {
  include apt

class apt {

  file { "/etc/apt/sources.list":
    source => "puppet://puppet.example.com/common/apt/sources.list",
    notify => Exec["apt-get update"],

  file { "/etc/apt/conf.d/install-recommends":
    content => 'APT::Install-Recommends "true";',
    notify => Exec["apt-get update"],

  exec { "apt-get update":
    command   => "/usr/bin/apt-get update",
    refreshonly => true,

If you have more than one distribution, sprinkle lightly with
variables and case statements.

You may find that using your energies elsewhere may be a bit more
rewarding in the long term. :P
