Here I agree with you, and I already skipped some upstream versions
for my packages because they weren't good enough.

Telling that most of Debian isn't working towards a release doesn't
reflect the reality at all. Period.

The time it takes to do a release nowadays might very well be related
to the use of testing. I tend to think we did better before we
introduced testing. We should try to make a release without using
testing, and see how it goes (but in doing so, we must try to keep
arches in sync, for the mental sanity of the security team -- that's
maybe the only thing testing is good at).
