I would rather they take the time to train additional people until there
is at least one additional person on whatever the team in question would
be.  Then the one of the two could return to doing the job at hand the
the other could train additional people.  Rinse and repeat.

Will this impact things negatively in the short term?  Certainly.  Is
the cost worth the gain?  IMO, absolutely!
