In this two cases, it doesn't _hurt_ to have a watchfile, and it makes
it easier for doing QA on the package.

In this case it's useless indeed -- so it'll be very likely that quite
some packages won't get a watchfile (if there still is a download place,
a watchfile can still be added, who knows if upstream revives (and
continues at the same location...)).

Another reason why some packages don't have a watchfile currently, is
because the syntax doesn't support separate directories for upstream
main branches.
