Especially if upstream don't have a BTS and forget about the bug
report...
The bug could be fixed upstream without the maintainer ever being aware
of it.

Agreed.
It also (as reported elsewhere) saves the bug submitter from having to
register with other bug tracking systems and/or mailing lists just to
report the bug.
