Yep.  The testing scripts try to guess, but really we have no concrete
numbers.  It is up to individual maintainers to know whether their package
in sarge is releasable.  One problem is that they have no reason to speak up
if it is not, until the threat of release approaches.  Then there is a big
rush where everyone says "but my package isn't ready". :-/
