Lintian is not meant to be used by final users, but by debian
developers. Thus adding to it dependencies to something is not so bad,
given that the dependency is not absurd.

Dependency over a tool that is able to perform an HTTP request I believe
is definitely not absurd at all. netcat is enough to check that an HTTP
URL doesn't return a 404 and wget (or curl) can handle a lot more checks
over homepage like URLs. Doesn't an average debian developer have
installed wget or netcat?
