To be pedantic, debian-installer has never been on the list before. It's
a completely new install system.

As for why the installer is always on the list: new features are added
to the distribution, and need to be dealt with by the installer. New
hardware is added to the distribution, and needs to be dealt with by the
installer. Boot-floppies sucked massively and made doing this a
time-consuming task; debian-installer is taking time because it's new
and ambitious. For what it's worth, significant progress has been made
on it at Debconf and most of the functionality seems to exist now.
