I can't see any suid helper programs in the Debian package...
What is it called?

There is /usr/lib/mgetty-fax/faxq-helper, but it definitely
is not installed suid.

What is the purpose of the fax group? Are users required to
be part of this group in order to send faxes now there is
a suid user help program? Does /var/spool/fax/outgoing and
/var/lock/fax still need to be writeable by the fax grooup
(as they currently are on my system)?

Also, is there any reason why the Debian package creates:
/var/spool/fax/outgoing

but not:
/var/spool/fax/incoming?
