I think Oohara Yuuma had some kind of script to analyse such data.
We considered Build-Dependency as well.
My local script dates to 11 September 2001.
I think there was a thread in debian-devel about it.

I think tausq also had something like it ?

We needed that information to see what package had the priority 
to be built for a specific architecture.
