Frozen is a special case, and isn't generally the same as testing. Note
that as a release nears more care is taken to track bugs in testing,
security updates may be released for particularly egregious issues, and
rc bug fixes will more rapidly propagate from unstable. Having users
test testing *when a release is imminent* is not the same as telling
them to run testing all the time.

If we get to the point of discouraging someone to use testing, the idea
of "testing as a distribution which is in an always releseable state"
is fundamentally flawed.

It always has been. (Or at least, it always has been often
misinterpreted.) The point of testing is internal consistency, not
correctness.
