It might be useful to develop a list (some additonal field in a
database?) that describes _which_ of the D.F.S.Guidelines are offended by
each of the approx. 300 non-free packages.  

In carrying out such an exercise, several categories of non-free can
probably be easily recognized: standards documents appear to be one such
category.  The existence of categories might help the project identify
free, _technical_, solutions that provide important services to users without
muddying Debian's archives.  For example, the docs might be replaced with
a single HTML page with suitable links, and/or some kind of wget script
for those who want the docs on their system, and/or some more complicated
script for those who really want the ability to integrate various sets of
docs with dwww.

A list of DFSG-exceptions by each of the non-free packages might also be 
useful input for a potential donor of mirror services; e.g., a particular 
organization might (for some reason) be willing to host packages that failed 
certain of the DFSGuidelines, but not to host just any non-free package.
