All through history there have been countries invaded and the army that holds the territory is vastly outnumbered by the population. The reason that they are able to hold the territory is that they are able to fight a number of small battles in which they have the majority and prevent the locals from organizing to fight them on equal terms.

Yes, but historically, "locals" didn't have kalashnikovs and sniper
rifles with which to fight back from safe positions.  And historically,
locals were living under statist regimes anyway; they didn't lose much
by accepting the invaders.  They just kept growing their crops,
worshipping their gods, and paying tax.

On the OTHER hand, historically, non-statist aboriginal peoples made
very fierce fighters, whether in Africa, New Zealand, or the Americas.
They were determined not to give up their liberties, even if they did
only have bows, arrows and spears to pit against enemy rifles.  So,
historically, things are looking pretty good for anarchists when they
have state of the art weaponry.
