I tried and found that you are right.

I succeeded in ja_JP.eucJP, zh_TW.Big5, ru_RU.KOI8-R, fr_FR,
and fr_FR@euro locales, while I failed in ko_KR.eucKR and
zh_CN.GB2312 locales.  I think the reason may be font problem
(easily solved).

I also found that OVER-THE-SPOT preedit type for XIM is not
supported, while previous GNOME1-based gnome-terminal supported
it.  Though it is not essential, it is very convenient for
input east Asian languages.
