Not what you're talking about.
I'm talking about:
* a rule in debian/rules that will affect what is shipped in the source
package
* a rule that, at least initially, is only useful for packages that use
libtool, automake, or autoconf
* a rule that automatically places the system copies of
config.{sub,guess} and other infrastructure in the source package, so
that Debian source packages have as modern versions of these files as
possible (this does presume that the package maintainer keeps his build
environment up to date, but we already presume that anyway)
* a rule that increases the likelihood that "./configure && make" will
Just Work(tm) after unpacking a Debian source package, even on unusual
architectures
