Bug#161849: general: many packages still depend on textutils|shellutils|fileutils

I would file normal bugs against these individual packages in a week
or two.  The coreutils package provides dummy fileutils etc. packages
to smooth this issue; there is no requirement to remove the dummy
packages, and most users would notice this problem without saying
"yes, do remove these really important packages" ;-)
