This is fairly simple for the system administrator to implement on his
own (see the "up" iface option in the interfaces(5) man page), but I
think is a very poor thing to place on every Debian system, by default.
The policy of allowing users to do such a thing is best left to the
owner of the system involved.  He should decide whether this is a good
idea and might not like, for example, a dozen fetchmail processes to be
started simply because he wanted to plug in a network card for a minute.

PPP and traditional networking can be handled by ifup, which provides
the ability to run arbitrary commands after the interface has been
established and before the interface is brought down.  The better
solution is to package your own script -- or better yet, add it to a
package like ifupdown -- so that the administrator can configure his
system to call this script via ifup.  Once again, I think that this
should not be done by default.  The administrator should have the option
of enabling this feature, not the chore of disabling it.
