Right.  Precisely because of this I think it's foolish to try and set
some kind of threshhold way before we are anywhere near it--because we
don't yet know what the right requirements will be, and it's way way
too early.

It can't possibly be a requirement.  There are Linux-specific packages
in that set that make no sense at all for the Hurd.  Now do you see
the problem?
