	Not quite. All the add ons and changes made by us, the vendor,
 to the upstream emacs ought to be as configurable as possible.

	They certainly are not forced to be conffiles. Indeed, psgml,
 vm, and gnus, the three emacs packages I maintain, are now preserving
 user changes, and have no conffiles at all.
