	Hmm. This is getting confrontational, but.

	If your binary is run every time I log in, then hell, yes, the
 part that invokes the binary is a config file.

	That is exactly what happens when you put things in
 site-start.d files.

	Again, I assert: You should *NOT* repeat, *NOLT* be putting
 programs stuff in site-start.d files. Invoking these program files,
 (which a user cna shut off), is all that should be done.

	I thought this was self evident (I mean, /etc is kinda linked
 to configuration files, so I knew I should not be putting non
 configuration stuff in /etc, but I guess policy should not assume the
 commonality of what is dubbed common sense).
