I agree with you that somebody has to do the work and that a policy
change has to be done.  But this is the case for all wishlist bugs.
If I request a feature I'm expressing I have an idea which might be
an enhancement.  There is no policy statement that you can file wishlist
bugs only if you have a patch at hand which does what you would like
to be done.

The current system works for maintainers who are aware of this
feature.  But an extra control field would make *all* maintainers aware.
This would fix the bug in my eyes.

And you are right - this is no bug against www.debin.org because we need
a policy decision first.
