Why does a policy change have to occur? This seems like a
packaging directive (like the things that used to belong to the
packaging manual, and are temporarily in a policy appendix), and, as
such, should go into the developers reference and/or the
documentation of dpkg (as soon as dpkg documentation exists the old
packaging manual shall be removed from the policy appendices).
