The old PIK handles the problem in an acceptable way - it is my
replacement scheme for the PIK (called jigdo = "Jigsaw Download") that
encounters a problem, because jigdo doesn't use rsync. It just
downloads the packages and "fills in the blanks" inbetween package
data to create a valid ISO image.

...and why doesn't it use rsync? Because the idea is to get rid of the
overloaded ~10 rsync servers and instead allow people to download
complete CD images from any of the ~200 regular HTTP/FTP Debian
mirrors.
