Primarily because certain parts of devscripts are designed to
perfectly mimic the behaviour of parts of dpkg-dev (for example
debsign).  Yes, I could leave it in Perl, but code reuse and
consistency tends to make me think that having it in the same language
as dpkg-dev would make things easier for everyone, once I've learnt
Python, that is ;-)
