Maybe I'm not understainding what you guys want, but 'Option "power_saver"'
in the device section for the video board in XF86Config for XFree86 3.3.6
(don't know about 4.x) activates some built-in defaults for every user (if
the X server supports it. The SVGA server does, at least for all boards I
ever used).

I didn't know xset +dpms would work without "power_saver", though.

man XF86Config and a search for power_saver will tell you more.
