Where in the Debian Manifesto does it exclude all non-free software?

In fact, the Manifesto does not even mention non-free software at all!
If you look further, it hardly mentions free software, except to say
that producing and promoting free software is good.  Nowhere, however,
does it say that software that is not free is bad, immoral, or whatever.
