Eltra vs Ringer would appear to say no.  See

extensive discussion.

However, I suggest that anyone who wants to make fonts freely available
attach a notice such as "This font is in the public domain" to them.  This
will ease the fears of those who don't know the law, and prevent future
problems should the law change.
