Add a 'Keywords:' header.  Extract keywords from the 'Description' header
for packages without it.  Write a program that builds an index into the
Packages file based on the keywords and lets the user do things like asking
to see all "window managers" or all packages that mention "mime".  Let the
user select a package from the resulting list, read the complete
description, and perhaps install it.

NOTE: This is *not* a proposal.  It is just an answer to a question.

It is not obvious to me why the physical archive structure and the view the
user has of it while selecting packages need to be related.
