dpkg refuses to unpack these packages. So you need to install the new libc
first. Will the old hamm packages work with the new libc? If so no
recompilation is required. If not, they need to be recompiled, of course.

If older packages will work with the newer libc, the user just has to install
libc6 first. This will be automatically handled by dselect and apt-get, right?

Anyway, since these are only less than a dozen packages this sounds doable.
Did any of these maintainer leave already?

bsdutils: Austin Donnelly <and1000@debian.org>
util-linux: Guy Maor <maor@debian.org>
ncurses-bin: Michael Alan Dorman <mdorman@lot49.med.miami.edu>
dpkg: Klee Dienes and Ian Jackson <dpkg-maint@chiark.greenend.org.uk>
findutils: Kevin Dalley <kevind@rahul.net>
shellutils: Galen Hazelwood <galenh@micron.net>
mount: Vincent Renardias <vincent@waw.com>
e2fsprogs: Yann Dirson <dirson@debian.org>
sysvinit: Miquel van Smoorenburg <miquels@cistron.nl>
bash: Guy Maor <maor@debian.org>
