Well, I'm waiting eagerly for your contribution to the Debian Documentation
Project. debian-doc is the correct list for this, and you'll find enough to
get started on the mailing list archive.

To put it straight: Put your foot where your mouth is. A proposal is only
needed when a major design issue has to be resolved. In this case, I think
it is sufficient to submit results.

Why should we use a 2 color low resolution graphical system (which will cost
more space on the already too big base system), when we already have a
functional and compatible multi-colored window system, for text mode?

I laugh at you. This 1:, 2: "reasoning" has no technical substantiation and
disqualifies you from this discussion.

The possible gain would be minimal, too minimal to warrant even the
consideration to move away from the already working solution.

I've never found "man" confusing. What is confusing with "man <command>"? Is
there an easier solution? WTF are you talking here? Are you trolling or
what? Do you know that you need a webbrowser, a webserver and cgi scripts
and the man2html tool and many more keystrokes to access man pages via lynx?
Why am I pointing out the obvious? You must be trolling.

But not *across* multiple documents.

Can we stop this, please?
