Befor I use debian, I use the german SuSe.

At this time, suse has a menu system, but as a close-system. You can't make
users .menu files. In the whole system are no menu-files, so you can't make
changes. And a big point, you can't have a own wm-config-file. 
If you make a new (own) fvwm-config, you have no menu-system :-(
